Ebenezer Norman is the Executive Director of the United Liberian Organization of Colorado (ULOC), where he is dedicated to empowering Liberian immigrants and refugees through comprehensive social services. Born and raised in Liberia, Ebenezer has a deep appreciation for the challenges faced by the Liberian community, which drives his commitment to creating positive change.
Ebenezer migrated to the United States, where he pursued higher education at Regis University in Colorado, earning both his undergraduate and graduate degrees in Economic Development. His passion for economic growth led him to Harvard University, where he obtained a certificate in Leading Economic Growth, further enhancing his expertise.
Currently, Ebenezer is expanding his knowledge by studying Law at Purdue University. His diverse educational background equips him with a unique perspective on the intersection of economics, law, and social advocacy, enabling him to effectively lead ULOC in its mission to provide essential services in education, small business development, housing, health, and employment.
Under Ebenezer’s leadership, ULOC continues to make a significant impact in the community, fostering empowerment and self-sufficiency among Liberian immigrants and refugees in Colorado. His vision and dedication are integral to ULOC’s efforts to build a stronger, more resilient community.
Theodosia Williams is a dedicated Nurse and Health Specialist at the United Liberian Organization of Colorado (ULOC), where she plays a vital role in promoting health and wellness within the Liberian community. With a Master’s degree in Nursing and over ten years of experience as a registered nurse, Theodosia is committed to providing compassionate and quality care to those in need.
In addition to her work with ULOC, Theodosia is the founder and owner of Affectionate Transition Agency, a home care agency established on December 17, 2020. Her inspiration to create this agency came from a deeply personal experience when her mother was hospitalized and required post-operative care after a below-the-knee amputation. Faced with the challenges of finding a suitable home care agency to follow through with the doctor’s orders, Theodosia took a month off work to care for her mother herself. This experience ignited her passion to ensure that no one else would face similar difficulties in accessing home health care.
Affectionate Transition Agency was born out of Theodosia’s desire to assist elders and seniors in the comfort of their own homes. She is dedicated to providing individualized support that ensures a smooth transition from hospital to home, emphasizing the importance of compassionate care. Under her leadership, the agency has grown to make a significant impact in the lives of its clients, reflecting her commitment to enhancing the quality of life for those she serves.
Theodosia’s dual role as a health specialist at ULOC and a home care agency owner showcases her unwavering dedication to the health and well-being of the community. Ernest Tweh serves as the Assistant Executive Director for the United Liberian Organization of Colorado (ULOC), where he is dedicated to advocating for the rights and well-being of the Liberian community. A passionate developmentalist and advocate, Ernest brings a wealth of experience from his previous role as the Executive Director of one of Liberia’s leading human rights organizations, the Foundation for Human Rights and Democracy. His extensive background includes serving as a focal person for several prestigious organizations, including Amnesty International, the Global Fund for Human Rights, and Human Rights Education Associates (HREA).
As the founder of the Advocacy Center for Women and Children Rights in Liberia, Ernest has played a pivotal role in developing and organizing initiatives that support vulnerable populations. His commitment to human rights and social justice is reflected in his efforts to empower individuals and communities through advocacy and education.
Ernest holds a degree in Sociology/Demography and has furthered his education with various international certificates from esteemed institutions, including the European Inter-University Centre for Human Rights and Democratization (EIUC) in Venice, Italy, Maastricht University of International Studies in The Netherlands, and training on the Legal Frameworks on Human Rights in Cambridge, Massachusetts.
A devoted father of three, Ernest has lived in Aurora, Colorado, for the past five years, where he continues to build a loving family of five. He is currently pursuing his Master’s degree at Regis University, further enhancing his skills and knowledge to better serve the community.
Through his leadership and advocacy work, Ernest is committed to fostering positive change and promoting the rights of individuals, ensuring that ULOC effectively addresses the needs of the Liberian community in Colorado.
Lovety Jiple is a dedicated Community Health Navigator for the United Liberian Organization of Colorado (ULOC), bringing over a decade of experience in patient care and health advocacy. A multilingual health professional fluent in English, Kru, and with intermediate proficiency in French, Lovety is skilled in navigating the diverse health needs of individuals within the community.
With a strong background in disease prevention and health promotion, Lovety has developed a comprehensive skill set that includes patient advocacy, resource navigation, and cultural competency. Her experience ranges from providing quality patient care as a Certified Nurse Aide to collaborating with healthcare professionals to ensure that patients receive the support they need.
Lovety holds a Master of Public Health from South University in Savannah, Georgia, which she earned in March 2023. She also possesses a Bachelor of Arts in Biology and Healthcare from Adams State University, along with several certifications, including Basic Life Support (BLS) for Healthcare Providers from the American Heart Association and a Practical Nurse Certificate from Pickens Technical College.
Throughout her career, Lovety has worked in various healthcare settings, including Highline Rehabilitation and Care Community and Presbyterian St. Luke’s Hospital, where she provided essential care to patients, measured vital signs, and implemented infection control practices. Her commitment to quality care has been evident in her roles at assisted living facilities, where she administered medication and offered personal care to residents.

Judy Toe is a dedicated Health Specialist at the United Liberian Organization of Colorado (ULOC) who holds a Licensed Practical Nurse (LPN) degree. Francis F. Jusu serves as the Chief Financial Officer (CFO) for the United Liberian Organization of Colorado (ULOC), where he utilizes his extensive background in finance, government auditing, and tax compliance to oversee the organization’s financial health and operational efficiency. Holding a Master of Business Administration (MBA) in Finance and a Bachelor of Science (BSC) in Economics, Francis brings over 18 years of professional experience in various financial and governmental roles.
In his capacity as CFO, Francis is responsible for managing corporate financial transactions, budgetary planning, and regulatory compliance. His expertise encompasses a wide range of areas, including tax accounting, economic analysis, corporate financial operations, and financial modeling. He has a proven track record of leading audit processes and ensuring adherence to Generally Accepted Government Auditing Standards (GAGAS) and Internal Revenue Code regulations.
Simultaneously, Francis works as an Internal Auditor for the City and County of Denver, where he conducts performance and financial audits and evaluates the effectiveness of various government programs. His role involves developing comprehensive audit project plans, assessing risks, and producing high-quality reports that communicate complex financial issues to senior management and the public.
Francis has also consulted for Amaris Home Health Care Agency, overseeing tax classifications and financial reporting, and has experience as a Credit & Collections Analyst for Omni TRAX, Inc., where he managed accounts receivable and customer credit matters.
His previous experience includes serving as a Senior Insurance Examiner and Auditor at the Central Bank of Liberia, where he led examinations focused on regulatory compliance and financial stability for banking and insurance institutions. Maxim Mulbah is a seasoned Information Technology Engineer with over five years of expertise in cloud engineering, network operations, and IT infrastructure management. Currently thriving in his role as an IT Engineer at Zivaro, Inc., Maxim is known for his proficiency in designing and implementing AWS cloud solutions, optimizing network performance, and ensuring system security.
